Minimum safety vs whole truth
A roadworthy certificate says the car met minimum safety standards on inspection day — brakes above the legal floor, tyres above the legal tread, lights working. It says nothing about the gearbox’s health, the engine’s history, the service record’s honesty, or the $3,000 of wear arriving next year. It is a licence to transfer registration, not an assessment of the purchase.
The pre-purchase inspection ($395 workshop / $460 mobile) asks the buyer’s question: what am I actually buying? 100+ points, diagnostic scan, road test, photographs, and a written report with realistic costs for everything found. Sellers provide the RWC; smart buyers bring their own inspection.

The RWC was commissioned by the seller to enable the sale. It is necessary and real, but it answers a different, much narrower question than yours.
