What it usually means
Low and high beams run separate circuits — so high-beam-only failure means: both high filaments/globes coincidentally done (rare), the high-beam relay (common), the stalk switch’s high-beam contact (a classic wear point — suspect it if flash-to-pass also misbehaves), a fuse, or on single-globe H4 systems, one filament of each dual-filament bulb.
One side dead is a globe; both sides dead together points upstream at relay, switch or fuse.
