What it usually means
ABS grabbing falsely at low speed — a pedal shudder in the last metres of a gentle stop — usually means one wheel-speed sensor is reading wrongly: a damaged or rust-swollen tone ring, a sensor sitting off its gap, or metallic debris on the sensor tip fooling the module into “seeing” a locking wheel.
Corrosion under the tone ring, lifting it unevenly, is the classic on older cars.

It’s effectively an ABS fault without the warning light — the system is intervening on bad data. Get it diagnosed; braking behaviour is nothing to live with.
